Background:
Twenty-five years ago, a massive earthquake broke off part of what was then known as Kanagawa Prefecture area of Japan. An area nearly 40Km wide was thrust into the air, separating it from Japan and creating a new island. Obviously, the parts of Tokyo that were on it were destroyed, and only through hard work has the City been rebuilt. The new island became known as "The Lost Ground," and was completely cut off from the Mainland, both physically and economically.

After the upheaval, children born on the Lost Ground began exhibiting a new power... the ability to rearrange matter into another form, usually an avatar of sorts. This power was dubbed "Alter," and the children "Alter Users." Each Alter is unique, and usually reflects the personality of the user in some way.

Ryuhou is a privileged member of the Lost Ground society, having been born to one of the richest and most influential families in the City. He is an Alter User, and his power is the humanoid Zetsuei.

As a child, Ryuhou was gentle and shy, afraid to get too close to anyone for fear of hurting them with his undeveloped Alter ability. His mother, father, and dog named Zetsuei were his only companions. However, when he was about eight years old, he was introduced to Mimori Kiryuu, a slightly older girl who was fascinated by his Alter power. Ryuhou expected her to be afraid of him, but instead she eagerly accepted him without question, even asking for a piece of stone that he'd accidentally Altered in a moment of losing control. The two became friends, and were nearly inseperable for several months before Mimori had to move back to the Mainland with her father. Shortly after that, Ryuhou's mother and dog were killed in an attack by an Alter user... one who Ryuhou believed to be a Native Alter from outside the city. (It is later revealed that the attacker was a pure Alter creature, attracted to Ryuhou's immense power.) Ryuhou's full Alter was released that day, forming for the first time before him as he cried out in grief.

It is not shown what happens to Ryuhou in the years following that event. As a seventeen-year-old, Ryuhou has become an officer of HOLY, a police force of Alter users designed to control the native Alters in the "Inner" Lost Ground outside of the City. Completely devoted to his ideals, he follows orders immediately and without question, believing that HOLY's rule is the only way to create peace and order. Since he thinks his mother was killed by a native Alter, he holds a grudge against all those who rebel against the laws of "society." He is ruthless and focused, showing no mercy or flexibility in his beliefs. He is reunited with Mimori, who has joined HOLY as a researcher, but he shows none of the affection that he had for her as a child.

After fighting with the Native Alter Kazuma, he becomes obsessed with defeating the other man and bringing him to justice, setting up a conflict which will change their lives. His obsession with the other man drowns out all else, occasionally to the exclusion of his duty. Kazuma was the only Alter user to ever escape from HOLY... and he did it with both the willing and unwilling help of Mimori. She released him from his cell after seeing the cruel tortures inflicted on him, and then he took her hostage as he broke free.

Ryuhou cannot stand the fact that Kazuma got away from him, and vows to bring him in at any cost. Despite originally labeling Kazuma as a "C-Class" Alter user, Ryuhou reluctantly admits that the other man might be higher than that... though not a match for him, of course. He is proven wrong, however, when Kazuma increases his power and fights him on an equal level. Ryuhou is forced to release his Alter's full strength, unchaining it from the bonds that usually hold it in check. As the two of them clash, a massive rift between is formed into the Alter dimension, causing another upheaval of the land and swallowing the two men into the light.

(This would be the point where I am taking Ryuhou from canon... it's about halfway through the series.)

Later on, after recovering from amnesia brought on by this event, Ryuhou comes to realize that HOLY's rule is not the only way to peace. He sees the oppression and plight of the Inners, and recovers his original will to help others and defend the weak. Eventually, he and Kazuma form a reluctant alliance to defeat the corrupt leader of HOLY. Despite that, they still have to fight each other in the end, to finally prove that they are equal, thus able to move forward.

Personality:
At first look, Ryuhou seems to be cold and emotionless, focused on his duty to the exclusion of all else. He even tells Mimori once that "those feelings are gone now," when she tries to bring up their childhood past. The only emotion he shows is anger at Kazuma, which breaks his impassive demeanor. He apparently cares about no one, even his subordinate Scheris who is completely devoted to him.

However, Ryuhou's true personality comes through when he suffers from amnesia after being pulled into the Alter dimension. (Hooray for canon amnesia!) In reality, Ryuhou is a kind-hearted person, wanting to protect those around him who are treated unfairly and who cannot defend themselves. He has an innate sense of good and evil, and will fight to uphold those ideals. In HOLY, that sense of justice was warped and twisted into a blind obedience of his orders, but without that training and mind conditioning, Ryuhou is actually quite noble. The gentleness he showed as a child still exists in his heart, but it had been covered by walls built through years of repression.

Little by little, Ryuhou's personality and emotions begin to emerge as he finds who he truly is. Eventually, he is able to laugh with Kazuma... and cry when Scheris is killed.
